Our story
A family business, five decades strong
The Spooner Risk Control family of companies began in 1975, when founder Tom Spooner converted his youngest son’s bedroom into an office. The firm started by providing labor relations and human resources consulting.
In 1981, a client’s workers’ compensation hearing sparked Tom’s deeper dive into Ohio’s workers’ compensation regulations and claims management — and a specialty was born. Spooner set out to help employers manage the preventable drivers of comp cost: fraud, inappropriate medical treatment, excessive absences, and unwarranted disability awards.
Today the family of companies spans third-party administration, managed care, safety, integrated disability management, employee benefits, and a professional employer organization — serving Ohio employers with the same proactive, hands-on approach.

Milestones
Fifty years of growth
1975
Founder Tom Spooner converts his youngest son's bedroom into an office, providing labor relations and HR consulting services.
1981
A client's workers' compensation hearing draws Tom into Ohio's comp regulations — the firm expands into claims management.
1997
Sister company Spooner Medical Administrators becomes one of Ohio’s first managed care organizations (MCOs) — today one of only ten remaining in the state.
2017
Joe Spooner, Tom’s grandson, assumes the presidency, and Surety HR (a professional employer organization) is founded.
